To acquire a rental license from the Department of Housing and Community Development (DHCD), property owners must take two crucial steps: 1) register the property through the DHCD’s online portal, and 2) have the property inspected by a state-licensed home inspector who is registered with Baltimore City.

In Baltimore City, all residential rental properties are now mandated to undergo registration, inspection, and licensing to comply with essential safety and maintenance standards. This mandate extends to properties that previously, such as one- and two-family homes, were exempt from the inspection and licensing requirements.

Effective from August 1, 2018, this new regulation stipulates that every rental property in Baltimore City, ranging from one- and two-family homes to multi-family units, must secure a license for rental operation by January 1, 2019. Properties that are not rented but are not owner-occupied are also required to be registered every year.
