FAQS About Baltimore County Rental Registration
Properties with six or fewer dwelling units must undergo a rental inspection performed by a state-licensed home inspector. For properties with more than six units, a Multifamily Inspection Form submission is required unless the property qualifies for self-certification.
Only state-licensed home inspectors are authorized to perform rental inspections. They must complete an official Inspection Sheet for each unit. If an inspector holds qualifications for both lead paint and home inspections, they can cover both requirements for properties built before 1978.
Inspections evaluate key safety and functionality elements, including:
- Smoke detectors: hardwired, battery-backed, interconnected, and operational on every level
- Carbon monoxide alarms: installed outside sleeping areas and on every level
- Electrical system: no visible hazards or exposed wires
- Plumbing system: functional fixtures with no leaks
- Windows: all designed-to-open windows are operational
- Combustion appliances: furnaces, water heaters, dryers, etc., are properly vented
- Secondary means of escape: safe and accessible exit routes from sleeping areas
Inspection costs are negotiated directly between the property owner and the inspector. Baltimore County does not set or regulate inspection rates, so we recommend contacting multiple licensed inspectors to compare pricing and services.
To register your rental property, you will need the following documents:
- Inspection Sheet: completed by a state-licensed home inspector
- Lead inspection certificate: required for properties built before 1978
- New Tenant Information Form: submitted with your application
You can apply or renew your rental license online by visiting the Baltimore County website. Before starting, ensure your property complies with all Baltimore County Zoning Regulations. To complete the process, you will need:
- A valid email address
- A Visa or Mastercard to pay applicable fees
- All required documentation (Inspection Sheet, Lead Certificate, Tenant Information Form)
